IQ, OQ, and PQ are part of the validation process and done on-site to confirm real world conditions. But as you said, after the first system is put in and validated, it smooths out the process for those following and be a piece of cake.
EDIT: Sorry, I didn't read the prior post about hub and spoke arrangement which I don't believe in. What I said does apply to Sawston and any CDMO that will be manufacturing DCVax-L.
