The 15-minute-delayed trades table shows that (for now) many of those .0009's were actually rounded-up .00085s.
As is typical with OTC sub-sub pennies, there are too many (flippers) selling at the 1-tick-higher ask. But what else is new? No one who puts $$$ into any OTC sub-penny should expect anything different.
