According to EMA documents 90% of the decisions are reached through consensus, so I guess in the discussions more people had a negative view than a positive one but they weren't ready to come to a consensus reject opinion. So they kicked the can down the road till next month.
It's not clear to me if Anavex can provide additional information to address the concerns raised in the OE or not. If Anavex is allowed to do that then maybe the potential no votes wanted to see what Anavex has to say before they vote. If Anavex isn't allowed to provide additional information then I have to wonder why they didn't go with a full rejection.
I hope there are people on the board with more insight into the CHMP procedures that can address that question.
