I have to wonder . . . what was going on in the minds of the voters?

They missed one endpoint, even though we know that one isn't really relevant.
They didn't run a second test.
They are an unknown company.
[Maybe] their presentation wasnt that great.
As bureaucrats, one must CYA
So let's see what they can produce on appeal, I hear there is a great subgroup analysis that shows convincing results.
A few months won't make much difference.
