I find it odd that approval could be contingent on presenting an acceptable marketing and distribution plan.

Other than being assured the medication is manufactured with a high degree of quality control why should the approval be denied because its uptake could be slow due to purely marketing decisions.

Surely a company with a newly approved drug will automatically do everything in its power to distribute it.
Is this just to push small companies into the arms of a BP?
