Trump is trying to exhume the Monroe Doctrine. It gives hegemony to the US over this half of the world and Europe over the other. That's why he feels free to attack Venezuela and Colombia and thinks he has the right to talk about annexing Canada and / or Mexico. And it's also why he wants to leave the Ukraine disaster for the Europeans to deal with Putin and cancelled funding of USAID.
