Not technically. See too many people have gotten so used to R/S's. I'll be perfectly honest with you, he already said he will not do an R/S, So imagine if he took your advice and did one? People would run, this would drop, and he would be labeled as a liar.
No, a buyback to retire method makes perfect sense. He can do it over time, there's no rush, and to be even more perfectly honest, him doing a 3 billion share slash will actually drastically improve the stocks S/P. I'm actually more willing to bet that will be the number, he can move the share structure around so that the 3 billion is moved elsewhere, out of sight out of mind. The company can probably buy its own shares back, it's called borrowing against projected revenues. Look it up. I would venture to say as they obtain more contracts, the revenues will climb, and if they have some unwanted baggage they can sell those liabilities and still eliminate the share structure issue and whatever debts are on the balance sheet.
