Yes...that is how it works for the most part. But again....the Insurrection act nullifies the argument. And before any of that is even to be considered- the actions taken on September 22nd....in combination with Executive Order 13224....means shit out of luck.
It seems that absolutley no one has paid attention to what has occured on Sept, 22nd.....at this state, it just does not matter about anyone's opinion of character or legality over guard troops anywhere.
