Anthony Yu was manager of the Division relating to advancing silicon photonics for Global Foundries. I am sure the decision to ready the company for polymer integration was not entirely up to him as it was and is an important decision going in a new direction requiring CEO and likely Board approval. Companies are cautious about using new technology until it is proven and also whether it appears there will be demand for it. We don't know if GF had been or is still engaged with LWLG to ready the necessary PDKs. GF is majority owned by the Mubadala Investment Company, a Sovereign Investment arm of the United Arab Emirates, and your guess is as good as mine as to how much they are involved in decisions made by GF.
