Your points are well taken:

1) No withdrawal
2) Shorts and mm have their plan to press the price down
3) Not sure about October or November, but I am thinking November is reasonable (as you mentioned)...

It is not looking good for the shorts right now. If not withdrawn by this point then approval is almost certain, IMO.

When Pearl Washington played for Syracuse, he stole the ball and laid it in. Then he stole the inbounds pass and laid that one in. Then he stole the NEXT inbounds pass and laid it in. As he passed the other team's bench he told the coach, "If I were you coach, I would call a time out." I think Anavex is getting close to running by the shorts' bench and offering the same advice.
