No, they actually agreed well before, when both the UK and Europe changed their versions of clinical trial, which surprised NWBO, but represented what the regulators agreed to and let the trial proceed.
I can't say why the US version of clinical trials wasn't updated in a timely way, it probably was the company's fault, but the trial wouldn't have proceeded if all four regulators didn't agree.
