FWIW, even though we obviously disagree on the tone of the conversation between them, I think this is reasonable guess as to what is going on.

It is a near certainty that NWBO's use of an ECA is "the issue".

It is not unreasonable that the MHRA and NWBO might want to leverage the consultation given that it provides expert opinions into the issue.

And I agree, no reason why the actual publication matters.
