$RITE is still working on getting a Declaration of Effectiveness/Compliant.

Once you file Form 10, Effectiveness is automatic 60 days after the initial filing date. Effective means $RITE is now Sec Reporting, 60 days after the initial filing,

If you file Form 15, Effectiveness is automatic 90 days after the initial filing date. Then a company would be Alternative Reporting.

There is no reset in either scenario
Effectiveness refers to filing requirements.
Declaration of Effectiveness refers to being Sec Compliant.
