That was actually organized by the Bank of England, to justify their quitting the currency 'harmonization' process that was underway at the time in preparation for the creation of the Euro. The Bank of England did not want the UK to join the Euro, so they orchestrated the wild swings in the British Pound which made it unsuitable for inclusion in the Euro. So Soros was working in conjunction with the City of London, and in return got to pocket $1 billion in profit.
Soros was also key in organizing 'color revolutions' (link below), especially in Eastern Europe, which enabled governments to be removed and installed as desired -
