JTORRENCE, your question is pointless as the facts are not yet in the public domain. So what is the point of anybody coming to a valueless conclusion based on pure guesswork and then announcing it as if it is a pearl of wisdom for others to follow.
Personally I shall be disappointed if we don't have a decision, one way or another, within the next 4 weeks. However, an explanation as to why the MHRA mill is grinding so slow would be pure guesswork and what, if anything, the MHRA needs to know from NWBO is not public knowledge. Nobody contributing to this board can know (or they are not able disclose) any facts which lie behind the firewall of confidentiality,
In this situation, guesswork is not worth a jot.
