Well I was just on the phone w/ FINRA (after their call back to me) & although they could give no exact time limit due to factors around where those now in control originated yet they did say 2 weeks to 2 months considering the aforementioned. I was involved in one that took 15 business days the other couple days longer as they had one follow up series of questions.
You are correct that a ticker change does not affect the price.
