EX, you know as well as anyone here that you cannot apply if you don't have a commercial production facility ready for inspection in a timely manner.

Of course. Cognate was that facility back in 2015. NWBO had spent plenty to help build it.

But then LP elected to sell it so she could collect a few hundred million bucks. And then NWBO had no mfg facility.

So now they build another for CDMO LP. Alas as Advent is in UK kind of not ideal.
