"Need for regulation" is not equal to knowing that regulation will be proposed and it will happen in the future . So you are telling me there were usual permabulls who were cautioning folks here two years ago that such kind of regulation needs to happen before there is any chance of approval . I will leave it upto the readers to decide on their own.
Oh , and let me think for few hours to try to remember where did I hear that the same regulators (MHRA, NICE) have been very responsive and helpful or some such thing.
