The government cannot go beyond the 79.9 percent threshold.

Plus, they can get what they want without the dilution.
Plus, the government risks being put in the penalty box. This administration wants to win on loan interest rates being lowered, they want some money from release, and they want to pin the blame on previous administrations for inept leadership.
There will be a deal which does this. My expectation is 5-10 times current price per share. It is the only realistic way this gets done before mid-terms.
