What cheeto and hedgehog and miller are going to do is send ice to all these cities and when a group of people stand up to them he will send in the troops to cause riots. It's a huge setup and trap. And a distraction from the rich tax bill.
It's a twofer for trump and miller. They get to terrorize brown people and crash blue state economies.
It's short-sighted, in that much of what we eat is processed by migrant labor, but these fellows aren't generally known for their clear vision. And crashing blue state economies, is crashing the US economy.
