Hello,
An application to amend an existing authorization is an application and therefore will be processed according to DOE’s regulations, 10 CFR Part 590 for the Administrative Procedures with Respect to the Import and Export of Natural Gas. Pursuant to DOE’s regulations at 10 CFR 590.205, notices of application will provide a time limit for persons to file protests, comments, or a a motion to intervene or notice of intervention in response to an application. The publication of the notice in the Federal Register opens the public comment period for the application. The Federal Register Notice for the application you are inquiring about in Docket No. 13-147-LNG is available for public inspection prior to the June 6, 2025 publication date. In the Public Comment Procedures section of the Federal Register Notice you will find instructions for filing a comment. That section also states: “The public was previously given an opportunity to intervene in, protest, and comment on Delfin’s non-FTA application in Docket No. 13-147-LNG. Therefore, DOE will not consider comments or protests that do not bear directly on this Request.” The Request discussed in this Federal Register Notice is a request to amend the existing authorization to export domestically produced LNG to non-FTA countries by extending the current commencement of export operations deadline, and to reflect a facility redesign that includes three floating LNG vessels instead of the original four.
