Do you see in the title the statement "For Delegated and Retained Prescribed Specialized Services"? That indicates what the list is for.
For any approved drug, in addition to the centralized funding by NHS England, IDF and CDF, it is possible for specific funding to be provided by delegated authorities. That is what this list is for. And it does not say they are by anybody, just that they need follow rules for expensive treatments if they are. It is possible for a drug NHS reimbursement to also be used and funded regionally for non-funded uses.
If you look at the line items in the spreadsheet, this is made clear. Look at the column "NICE TA/Policy" you will see some have links to a Technical Appraisal supporting funding. See the entry just under Murcidencel. OTOH, some just say "Not Routinely Commissioned" which indicates no such approval and is not funded by NHS/CDF/IDF.
This attempt to convince posters that Not Reimbursed means Reimbursed and Nonproprietary means proprietary is telling.
