I believe the language may very well be speaking of the final tests that must be performed on the EDEN, not the entire testing program. As I understand it, the company has facilities in London, as well as at FlaskWorks, where more preliminary testing could be done.
If I'm right, the inspectors will be inspecting the entire Sawston facility, including multiple operating EDEN units and be certifying that the entire facility is approved after making some number of vials of the vaccine.
Of course I'm only speculating in the same way others would like people to believe that nothing is happening until Sawston is complete. I believe if NWBO wished, they could have EDEN's working in existing cleanrooms at CRL, but of course they'd be paying for the services CRL provided, and they're not intended for UK consumption.
I believe that many things are moving ahead simultaneously, I can't say how close they are to complete, but I believe the company's working on submissions to other regulators, they're working on new trials that will start later this year, and yes work on the EDEN continues. Much of this work is being done by contractors, the point is it continues.
