Perhaps the last RFI responses were submitted and no need to be absent from this....

I am curious when the first day of registration began? If he didn't register straight away, then perhaps they weren't planning on attending and now that the answers from last RFI has been submitted, he became available.

Or...

The Direct trials will soon be front and center so need to start informing the community.
