Some people think the filing delay was to avoid further delays, and maybe it did. Others think it was to allow manufacturing capacity to mature. Some, for Eden to mature. Some think it just came along with a +10 year/80 site trial. Or because of covid closures in the middle of it. Some think it was just too big a project for a small crew to get done efficiently. Others think it was incompetence. Probably it was partly all of these.
