By the numbers, it's much more likely we don't see a second clock stop because the EMA doesn't need one than because Anavex withdrew its application.

It is for certain that the possibility of AVXL withdrawing its MAA will be 100% off the table if the clock resumes following the first clock stop. Of course, it would be tremendous news if a second clock stop is not required.
