Possibly, but it's the 'substantial verifiable' aspect that remains a sticking point (along with the difficulty in getting back to a penny in the first place). We've all seen diminishing returns on news over the years as the Company has repeatedly failed to monetize the various negotiations/agreements/partnerships that they have announced.
IMHO, even if they do get a deal signed and PR the hell out of it (substantial), there won't be a major shift in the market until it shows up in the fins (verifiable). Even then, we're still looking at the reality of a company with 2 billion shares issued and outstanding - those more cautious investors you mention are presumably wise enough to hit the brakes before PPS gets much above .10...this just isn't anywhere near being a billion dollar company.
