Drawn out decisions are just a reality of the judicial system. Neither the judge or magistrate are doing anything to facilitate a settlement at this stage. Those types of things would be reflected on the docket. Anything is possible but I doubt any serious settlement negotiations are ongoing. Talks might begin after the MTD is completed and the parties have answered. Even then, I don't think serious discussions would take place until much later in the case.
