Impeachment is not a criminal proceeding. Yes, Democrats can file one hundred articles of impeachment a day... maybe two or three hundred a day.

Democrats can also file lawsuits... So can you. None of them are criminal charges. Treason is a criminal charge.

So when you say, "any government entity who has the access and authorization to file", that's the executive branch. That's who files criminal charges. You don't, and neither does your Congressman or Senator.

Wander off into the weeds all you want... Only the Department of Justice can file a charge of treason.
