Are you asking a question or making a statement? :) But I think you are right about this being related to the approval process.
Maybe the re-authorization was to incorporate (or begin the incorporation of) flaskworks automation. Wouldn't that be something? We know the automated process was designed to mimic the manual process steps just using a cassette instead of people, as opposed to a totally different approach to making DCVax-L. Likely only equivalency testing & validation would have needed to be done.
