The first sweep is stuff like hey we shouldn't be sending money to 10 different people who are using the same social security number. Hey we shouldn't be sending money to Peru for a tranny comic book. We shouldn't be hiring companies that only deliver 7% of what we paid them for. We shouldn't be sending money to both sides of a war.
