Enlighten me what is the unique immune environment in the brain. Is it harder for t-cells to reach?

As a matter of fact, when Dr. Liau first did the research on treating GBM with DC vaccine, the mainstream of academia were not for the idea and they said that brain was immune privileged and t-cells cannot reach tumors in brain. They were wrong, weren't they?
Back several decades it was thought there was no immune system for the CNS, that is true. But that evolved back in the early 90s, even before LL started with any such. LL was not the first one to trial DC vaccines for GBM, and neither was she the first to trial ATL-DCs in GBM. I can not find Boynton's earliest work, so not certain if he was might have been the first.
