Proto Dr.Lebby's OWN WORDS show they aren't ready - I got them straight from the transcript and put them in my post.

Series 6 material is "in qualification" meaning - development done, but not qualified for sales yet.
BUT the PIC and PACKAGING are both still in development - per Dr Lebby's own words are NOT done yet:

I updated this slide. I think the last time we saw this slide was three or four years ago, and what I’ve done here is I’ve put in three sections.

[MATERIALS]There’s materials, there’s new materials, there’s PICs silicon photonics and there’s packing (phon). These are the key things that we’re looking at. To the top, we all know that the Perkinamine series platform is already there. We’re very happy with that. But we’ve also got the 6 (phon) series, and we’re really focusing on the next generation, which is the 400G. It’s higher in performance, it’s higher R33 (phon) and higher stability. That one is on qualification.

[PIC]We know we’ve demonstrated a single channel of 200 gigabits per second. The 4 channel’s coming, because we know that’s what the industry wants.

[PACKAGING] The last one here is we’ve got to be able to put this in some type of package so the customers can put it into transceivers. This one is being worked on as well.

The problem is NOT the deal making - they could EASILY agree to work together and announce that without putting together complicated revenue models on sales -- first things first. The problem is they are NOT READY.

It seems more logical to me to conclude that transceiver companies are WAITING for

1. more data on their polymer slot modulators. Dr Lebby says so
2. a complete PIC
3. maybe even an optical engine that includes the completed PIC
