The 'fascist' US leadership would mainly be doing the carrot approach for selfish reasons, ie to maintain the US empire. The motivation would be self-serving and cynical, but the end result is that emerging countries would flock back into the US orbit. The reason they are leaving and aligning with rival China-Russia-BRICS is that they are agressively doing the carrot approach (infrastructure projects). So the US needs to do the same, and this could be accomplished via the IMF and World Bank, which historically have been funded by the US and Europe. These institutions are ostensibly there for that purpose - to facilitate development in the emerging countries, but unfortunately over the years became instruments for asset stripping and looting by the US, as outlined by John Perkins in his famous book 'Confessions of an Economic Hitman'.
Anyway, this is the logical way for the US to turn around the disastrous rise of BRICS. We have to lure these countries back with the carrot, and there isn't much time left to do it. One reason the US has been so reluctant is that China and Russia are building nuclear power plants in numerous emerging countries, which is a huge draw for them to join BRICS. The US is rightfully reluctant to do this, due to the proliferation risks, but at ths point there is no alternative.
