Given the scope of the project, they are just looking for an alternative supplier of BCG.. They would need to qualifier some supplier no matter what. As they are changing the mfg process anyway, hardly matters if they change API vendors.
Sounds like the "shortage" issue is no more than the usual LP misdirection.
