In any case RFK seems to be focusing on NIH (where HHS does have more control - eg hiring and firing the director), not FDA.
That is a big problem. Basic research is going to really suffer as not only will they shift priorities, but you can be sure they will cut research funding in the "efficiency" goals. It is called eating your seed corn. I will be retiring in less than 2 years when our NIH funding runs out but I feel bad for those earlier in their careers.
