Yeah. In theory they control FDA and CDC, but in practice they have no tools for control. It’s perhaps a little surprising that RFK, with all his weird theories about conspiracy (control), doesn’t seem to understand this. In any case RFK seems to be focusing on NIH (where HHS does have more control - eg hiring and firing the director), not FDA.
