There is a part of me that believes a BP has been quietly buying up to the 5% limit so they don't have to file. 70M shares or so. Hoping anyway.

I do understand how a buyout works. The statement says to buy a small portion at double the price and explicitly say not a buyout. Read the original post, specifically the last sentence that I cited to.
