No, and no. UTHR withdrew its complaint against the FDA because it is now moot inasmuch as the FDA gave UTHR the 3-year exclusivity it wanted. Note the "without prejudice" phrase in the text you excerpted from today's PR; this phrase means that UTHR can reinstate its complaint, which is what it will presumably do if LQDA wins its suit against the FDA.
