LQDA/UTHR—Does this have any implication in the litigation by Liquidia? Is UTHR backing off from the confrontation?

No, and no. UTHR withdrew its complaint against the FDA because it is now moot inasmuch as the FDA gave UTHR the 3-year exclusivity it wanted. Note the "without prejudice" phrase in the text you excerpted from today's PR; this phrase means that UTHR can reinstate its complaint, which is what it will presumably do if LQDA wins its suit against the FDA.
