I really don't know where your definition comes from, is that European or UK terminology?
Because 'deep state' does indeed mean covert, secret, sinister dark power in just about everyone's else mind. Specially gop and maga minions.
At least that is what it's being used for about 95% of the time. A power, governmental or oligarch controlling vast amounts of resources for their own gain.
