Nope, absolutely not. Another way to put it is to say it's the "administrative state".

That is all it is. And while everyone likes to complain about it at the national and state levels--think how you feel about the DMV--we need it. No nation has ever become successful or powerful without a functioning bureaucracy that will ensure continuity from one administration to another, and create a band of dedicated and expert civil servants who'll see to it that things get done while elected officials are busy campaigning. Or, in the case of autocracies, of making sure to oppress and repress the opposition.

But I'm sure many of Trump's people believe it's something far more sinister than it is.
