Yes, but I am not talking about the short seller.. the short sellers (either legal or naked) do not have voting rights....I am talking about the people BUYING those shares....They get to vote.....and if the shares were not borrowed (aka naked), then those naked shares that were bought DO get to vote and there is NO OFFSET from borrowed shares since no shares were borrowed if they were sold naked. Thus the votes will exceed the outstanding shares if all shares purchased voted....Whether they were purchased from a long seller, short seller or naked short seller....

It is not about the legal short seller or the MM...IT'S all about the BUYERS...

I agree Short selling should be banned...ot at least dont allow it for companies making less than 10B in revenue...ot something to that effect.
