How did you come to the conclusion they were unregistered shares? The shares that came into the float are ones that became unrestricted. Not unregistered. Unregistered will be free trading only after the filing is deemed to be in effect. And as I have stated based on the SEC regulations, they must publish it the day after it is deemed effective.
