Link to source? That is what honest inquisitors do. From what time frame was that quote cherry-picked? Have circumstances changed? Do 'plans' never change? 'Endlessly and repetitiously tiresome' is not a virtue.
If XYZ announces plans to produce a batch of 10,00 Widgets and end up producing 12,000 Widgets, would you insinuate that they have lied? If it suited your agenda, I believe you would.
