I am fairly certain that this refers to the phase 1 assesment (80 day limit) that occurs prior to the potential RFI clock-off period and the phase 2 assessment (70 day limit).
IMO, this does NOT conclude that the majority of MAAs were completely assessed in less than 80 days. That would be inconsistent with other data recently posted by Hoffman, RRH and others.
