In one case, a group of Ohio landlords got $26.6 million in federally backed mortgages in 1997 to buy and renovate six apartment complexes in Columbus and its suburbs. A decade later, the buildings remain dilapidated and the landlords haven't repaid the loans, the newspaper said.[
"A lot of these units aren't fit for human habitation," said Paul Wenning of the Franklin County Health Department. "They're full of mold. There are leaks. There are all sorts of health and safety issues."
The Columbus apartment project was the largest deal of its kind in central Ohio. It was headed by David Rhodehamel, a lawyer and developer from Upper Arlington, a Columbus suburb.
Rhodehamel said he had no interest in discussing the mortgage default.
"He plots and he plans and he schemes," said Mattlin, whose 92-year-old mother was a victim in the theft and forgery case in which Rhodehamel was convicted. "He's evil."

In response to a request from Congresswoman Mary Jo Kilroy, the U.S. Department of Housing and Urban Development's Office of Inspector General conducted a review of the allegations that Columbus Properties Limited Partnership (Columbus Properties) did not renovate six apartment complexes in Ohio for which it obtained HUD-insured mortgages.
