When anyone says 'in production' it's reasonable to interpret that as in high-volume.

If I say when is the next Ford Mustang going into production, it would be natural to interpret that to mean when vehicles are being produced en-masse for distribution worldwide. Not the year prior, when a few hundred cars will be made.
