Well TP answer the question.

AND More specifically.......
Are Vanguard and Blackrock obligated to INCREASE their positions in Lightwave?

Sounds like a stupid thing to do if they HAVE to take a position and then after HAVE to increase their positions going forward.

But once again I am genuinely disinterested in whether they have actively operated funds or passive.
Could care less.
