first, there is a way: Dr. Lebby could simply have given us a PR detailing any progress that had occurred. Since he has not done that, it is most reasonable to believe nothing has happened.
Second, it was not dependent on the expansion. What do you think their lab has been used for in the past? Producing materials, of course. Just because the expanded area will among many uses be used to help supply material doesn’t mean that it is dependent on it. You might want to look up the definitions involved here.
